WALNUT CREEK, Calif. _ It's a political example of what goes around comes around.

Five months ago, President Bush's first trip to California included a 35-minute meeting with Gov. Gray Davis. It ended with the governor threatening to sue the federal government to force wholesale electricity price caps.

Wednesday, during a four-hour California stopover on his way to China, Bush will address a California business group in Sacramento and thank the troops at Travis Air Force Base. And he has granted Davis's request to meet privately _ for five minutes.
