Oct. 3--The government's proposal to set up an energy ministry that would group all energy-related agencies together is being opposed by Industry Ministry officials who are sceptical about its efficiency and cost-effectiveness.
The proposed ministry would merge the energy-related departments that currently report to various ministries including Interior, Industry, Commerce and the Prime Minister's Office.
Industry Ministry officials said that grouping all the agencies under one umbrella would provide easy access for politicians to exploit.
According to a letter from the Industry Ministry's permanent secretary to the prime minister, the ministry wanted to maintain control of the petroleum concession unit and PTT Plc, with the latter seen as a means of intervening in the market at times of oil price volatility.
The source said the new ministry would inevitably seek an additional budget to set up its own buildings, thereby increasing the state budget instead of saving money.
"Though a great number of cheap office buildings are now unoccupied around the country, it is considered improper for the government to spend millions of baht to lease them for the offices of the new ministries," he said.
