Sep. 29--Charter Communications Inc.'s proposed rate increases for the metro area are drawing opposition in some communities and shrugs in others.

A St. Louis aldermen is holding up the long-delayed approval of a 15-year franchise agreement with Charter because of concern over the proposed 13 percent rate boost.

Meanwhile, Harry McClure, media coordinator in Florissant, said the city has yet to be notified of the increase. But he said when Florissant gets its notice, "there's nothing we can do about it," because cable rates were mostly deregulated in April 1999.
