Oct. 12--Federal environmental regulators may block the state from issuing a permit needed by developers of a huge proposed subdivision near Harpers Ferry National Historic Park.

The U.S. Environmental Protection Agency has issued two letters objecting to the permit.

By early next week, EPA officials may issue a third objection and take over review of the development's permit application.

The Murphy's Landing development would build a 188-unit subdivision and a 130-foot water tower along the Shenandoah River at Harpers Ferry.
