Nov. 19--Creative Plastics in Buffalo lost a key customer in Manhattan on Sept. 11.

When the Twin Towers fell, the nearby Century 21 department store suffered heavy damage. None of the employees were hurt, but the store, which Creative Plastics had supplied with acrylic shelving, displays and signholders, hasn't reopened yet.

The Buffalo-based company is among a number small businesses in Western New York seeking low-interest loans from the Small Business Administration to cope with the economic fallout of the terrorist attacks.

At first, the SBA's Economic Injury Disaster Loan program was restricted to small employers in the regions surrounding New York City and the Pentagon. …
