Dec. 19--With another tenant lined up, developers of the old Arena property south of Forest Park say they're almost certain of moving forward with a second office building in the spring.

Donald Land, a senior vice president at Balke Brown Associates, said the firm had hoped to pre-lease 50 percent of the space before constructing a second, $14 million office building and a 440-car parking garage as part of its Highlands Forest Park development.

Officials at URS Corp., a San Francisco-based engineering and design firm with two offices in St. Louis, said they plan to consolidate about 90 employees in the new building. About 30 …
