Dec. 7--PUBLIC STRATEGIES PARTY HAS IMPRESSIVE GUESTS: Talk about making a grand entrance: New York Post columnist Liz Smith hosted a major VIP-studded bash at New York's Le Cirque Monday for Public Strategies Inc.'s Jack Martin and former Gov. Ann Richards, who is opening a Big Apple outpost for PSI. It was a name-dropper's paradise. The crowd included Wall Street tycoons, opera star Jessye Norman, fashion designers, politicians, author George Plimpton, and TV network bigwigs Paula Zahn, Walter Cronkite and Dan Rather. The guest who stole the show, however, was Bill Clinton, who led a post-dinner discussion on terrorism. As Smith said in her column, "It always helps to have a …
