Dec. 7--PUBLIC STRATEGIES PARTY HAS IMPRESSIVE GUESTS: Talk about making a grand entrance: New York Post columnist Liz Smith hosted a major VIP-studded bash at New York's Le Cirque Monday for Public Strategies Inc.'s Jack Martin and former Gov. Ann Richards, who is opening a Big Apple outpost for PSI. It was a name-dropper's paradise. The crowd included Wall Street tycoons, opera star Jessye Norman, fashion designers, politicians, author George Plimpton, and TV network bigwigs Paula Zahn, Walter Cronkite and Dan Rather.
