Jan. 12--A judge in Baltimore yesterday threw out a proposed $1 billion settlement aimed at resolving dozens of private antitrust suits against Microsoft Corp., marking the second time this week the software giant had lost a battle in a federal courtroom.
To settle claims that Microsoft had overcharged millions of users of its Windows operating system, the company proposed to pay $400 million in cash to set up a foundation to provide computers and software to public schools that serve poor children.
The company also pledged as much as $100 million in matching grants and up to 200,000 refurbished computers for the schools.…
