Jan. 1--When it comes to mobile-phone services, size does not always matter, as the two formidable state telecommunications agencies have found out the hard way in recent years.

A decade ago, the Telephone Organisation of Thailand and the Communications Authority of Thailand started out big as both regulators and operators of the service.

The TOT and the CAT were competing head-on through two private companies to which they had granted cellular concessions.

But due to a rigid bureaucratic management style, the mobile services provided by the state agencies gradually lost their charm in the eyes of customers, ...
