Feb. 4--The world's first mobile-phone exchange, Mloop, is entering Thailand in the hope of helping local network operators overcome fluctuations in handset supplies through its online global service.

Founded last November, the company plans to establish a joint venture with Thai partners, which will open a local office in the second quarter of this year.

Based in Britain, Mloop is an electronic marketplace where members can buy and sell mobile handsets, sometimes at budget prices.

Mloop chief executive Byron Rose said in an interview that the company was attracted by the explosive growth in Thailand's mobile-phone business. It also hoped to offer services to networks and manufacturers to balance problems in the supply of their handsets.
