Mar. 25--While most Eugene Water & Electric Board customers have watched their electricity rates rise an average of 43 percent since last spring, some have seen their rates hold steady.

They are the few households -- 178, to be exact -- that have signed up for 100 percent wind power under a program offered by EWEB for the past three years.

More than 2,000 other customers subscribe to smaller shares of wind power, ranging from 10 percent to 50 percent of their electricity use. The wind portions of their bills are exempt from EWEB's three rate increases in the past 12 months, including the utility's new surcharge that goes ...
