Menacing storm clouds have been hovering over the Upper Klamath Basin on the Oregon-California border for the past three years. Unfortunately, they are not the kind of clouds that bring rain, which would be most welcome in this beautiful, but arid, high plateau on the eastern slope of the Cascade Range.
