New Rule on Bidding Prices Said to Be Encouraging Corruption in Thailand.

May 6--Private contractors complain that corruption in obtaining state contracts is increasing, with a recent amendment in how bids are presented allegedly contributing to greater collusion among firms.

The change requires state agencies to eliminate bids more than 10 percent below the reference price. This was introduced to eliminate bids from firms which actually lacked the resources or intention to complete projects, but were able to win contracts by submitting unrealistically low bids.

Other low bidders were able to complete construction at the quoted price only by substituting materials below contract specifications or taking other short-cuts.
