BAKERSVILLE N.C. _ Jail regulations allowed the Mitchell County jail, where eight inmates died in a fire Friday, to operate without a critical safety feature mandated for new jails since 1990.

The 47-year-old jail lacked electronic cell doors that can open simultaneously in case of emergency, which state officials said might have saved the inmates' lives. But the North Carolina Division of Facility Services, which oversees jail inspections, does not require old facilities to keep up with state rules governing jail construction

With a new or modernized jail, "the loss of life probably would not have been there," said Bob Lewis, the chief of Facility Services' jail and detention section.

The fire started at about 10 p.m. EDT in a first-floor storage area that held a wall-mounted electric heater _ which state investigators said Monday was the fire's source.
