Aug. 9--By 2006, the government is legally required to shift 35 percent of state revenues to local administrations under a constitutional policy to support decentralisation and the empowerment of community governments.
But the Thai Rak Thai government, with its attention focused on committing hundreds of billions of baht in funds to new infrastructure investments over the next several years, is already looking for ways to bypass the budget restriction.
