Jul. 16--Several think tanks have ranked the Twin Cities in the top 10 among the nation's technology clusters.
Then again, there also was that Millken Institute rating in 2000 that sent the state's tech sector and policy-makers into a bout of self-doubt. The Minneapolis-St. Paul area placed a mediocre 32nd.
