Moscow is divided over whether to expand the Baltic Pipeline System (BPS) to 1.24mn b/d (62mn t/yr) from 1mn b/d. Energy minister Viktor Khristenko, who supports the BPS-62 project, said last week that there are no reasons to doubt the feasibility of this expansion. But the ministry of economic development is opposed to the project, arguing that Transneft's $1.5bn cost estimate is too high.
