Oct. 8--A state official ruled Monday that the Lottery Commission properly awarded Charleston station WOWK-TV a contract to produce daily lottery drawings, despite protests from another local television station.

Administrative hearing examiner John Poffenbarger denied the protest from WSAZ-TV late Monday afternoon. If WSAZ does not appeal the decision to Kanawha Circuit Court, WOWK would begin broadcasting the daily drawings Wednesday.

WSAZ filed a "letter of protest" last week that argued WOWK did not meet all of the requirements in the contract from the state Division of Purchasing to produce the televised drawings.
