Oct. 4--A citizens committee in Catawba County's Balls Creek community has recommended a land-use plan that would limit development in an area that already is one of the county's most rural.

The proposal, called a small-area plan, would guide development through 2020. People who live in Balls Creek looked over the recommendations at Balls Creek Elementary School on Tuesday and told committee members what they think.
