Dillard's Wants Hefty Incentive Package to Open in Charleston, W.Va. Location.

Oct. 16--The Dillard's department store chain wants a $1-per-year lease and millions for store renovations in exchange for locating in the Charleston Town Center, according to local officials.

The details of the Dillard's proposal are to be discussed at a Charleston Urban Renewal Authority meeting today, said Pat Brown, CURA's executive director.

"My understanding is that anchors come to the table with their hands out," Brown said. "You just have a handful of companies that have anchor stores anymore."

Two years ago, Montgomery Ward declared bankruptcy and closed 250 stores, including the one in the Town Center.
