Aug. 2--TOT corporation has punched a hole in attempts to create a level playing field for the telecommunications industry by bringing the issue of compensation to the negotiating table.

The issue, raised at a conference last week, has been described as a roadblock in the way of any agreement, with the issue of compensation blamed for long-standing difficulties in reaching equalised concession agreements between private operators and the two state telecom enterprises, CAT Telecom and the TOT.
