Nov. 24--DOUGLAS COUNTY, Colo.--The fate of a controversial cement batch plant proposed near Parker off Jordan Road near E-470 remains in question after a county planning board vote on the plan ended in a 4-4 tie.

Now Douglas County commissioners will have to consider the controversial $3.5 million project, which has been decried by neighbors.

Nearly 300 opponents of the plant -- many of whom said they do not want their neighborhood "to become another industrial Commerce City" -- voiced objections at a lengthy meeting last week.

Residents in Cottonwood and adjacent neighborhoods fear that the plant will bring …
