Dec. 6--Twenty-two state agencies and enterprises are ready to begin e-procurement next month, with the goal of saving the government billions of baht a year and solving long-standing irregularities in the procurement process.
The irregularities include bribe-taking as well as collusion between suppliers and purchasers in arranging in advance specifications of materials to be procured.
The result has been higher prices of products and services and lower quality than those available in the market.
Online procurement has been adopted on a one-year trial basis by major private companies including the Siam Cement Group, Bangkok Bank, Siam Commercial Bank, and Charoen Pokphand Group.
PTT Plc became the first state enterprise to adopt the system in late October. After only a month, the country's largest oil company has managed to reduce purchasing prices by 40 million baht, to 120 million baht. The amount represents less than 1 percent of the company's total costs of annual procurement.
PTT staff are now training their counterparts at 22 state agencies and enterprises to ensure they understand the new system.
