Dec. 13--The Army Corps of Engineers will announce today whether it will issue a permit allowing the Port of Seattle to fill 20 acres of wetland for a third runway at Seattle-Tacoma International Airport.

Opponents of the runway expect the Port to receive the go-ahead, because of a document inadvertently and briefly posted on the corps' Web site yesterday.

"They made a huge faux pas," said Stuart Creighton, chairman of the Airport Communities Coalition, a group fighting construction of the runway. Creighton found a "news release," apparently a draft, dated Dec. 13. It announced that the agency had granted a permit to fill in …
