There was little cheer among policy advocates for addiction treatment as the last few weeks of 1991 witnessed a series of setbacks for the substance abuse field:
* Data from the most recent household survey on substance abuse -- reputedly the best source of national data on drug use -- revealed that the number of Americans who regularly use cocoaine probably increased in 1991. The good news was that the increase occurred almost entirely among older Americans; marijuana and other drug use among teenagers is continuing its 10-year decline.
* Roughly one-fourth of all states announced that, due to budget problems, they will fund fewer publicly-supported treatment slots for alcoholics and addicts. On the other hand, Mayor Sharon Kelly of Washington, DC, promised to restore some of the $10 million she earlier cut from the city's $36.6 million treatment budget.
* Congress failed to pass this year's funding for the federal Alcohol, Drug Abuse, and Mental Health Administration because of a continuing chasm between the Senate and House versions of the bill. Congress also failed to pass any of the bills mandating use of Medicaid for addiction…
