Sep. 6--SAN JOSE, Calif.--Another potential legal threat to the Oct. 7 recall election was swept away Friday after U.S. civil rights officials and a three-judge federal panel approved changes to Monterey County's election plans.

The U.S. Department of Justice, acting late Thursday, authorized the county's proposal to consolidate a handful of precincts in Latino neighborhoods in the county and hire fewer bilingual poll workers.

And the court panel on Friday endorsed a county proposal to quickly send absentee ballots, many of them via e-mail, to voters residing overseas.

The actions all but ended a lawsuit filed by the Mexican American Legal Defense and Educational Fund (MALDEF) and the Lawyers' Committee for Civil Rights Under Law. They had asserted that the county's plans had not been "precleared" -- or approved -- by…
