Cloud County, Kan., Consolidation of Emergency Response Comes under Scrutiny.

Sep. 30--A few years ago, when he was working in Idaho, Concordia City Manager Larry Paine was involved with the consolidation of emergency dispatch services for five counties.
"Those sorts of things make sense, from a technical point of view," Paine said. "The thing that makes it difficult is when John Doe calls up and says there's a fire on the property next to the Wilson place.
"Where the heck is the Wilson place?"
Paine said issues such as addresses, data collection and sharing and radio communication have to be worked out in advance when you're considering such consolidation.
"Nothing is as simple as it appears," Paine said.
Paine said that's why it will be important for Cloud County officials, who are looking into possible consolidation of law enforcement in the county, to investigate completely before making any decisions.
