Why are education specialists flocking to Finland? Partly, their interest has been piqued by how well Finnish students fared in a 2001 Organization for Economic Cooperation and Development report that compared 15-year-old students from around the world: the Finns scored a first place in literacy, and placed in the top four (of 43 nations) in both math and science (trailing only Japan and Korea in science, and New Zealand in math). What's more, Finland had one of the smallest discrepancies between the best- and worst-performing students.
The Finns learn well because they're taught well. Teachers are required to have, at minimum, a master's degree--and they are given the freedom to choose their own textbooks and to help develop course content based on student interests and needs.
