Nov. 4--Thai Airways International Plc (THAI) will allocate to foreign investors as much as 70 percent of its 385 million shares under its second public offering, which is expected to raise 15 billion baht.

Although there is no clause in the offering plan that forbids competing airlines from acquiring the new shares of the Thai national carrier through the allotment, THAI president Kanok Abhiradee insisted that the airline had no policy to include them as its shareholders.
