Dec. 31--A different federal agency will take over responsibilities for transporting fuel into Iraq, and it intends to put that work, now being done by Halliburton, out for competitive bids.

The changes come after a preliminary Pentagon assessment that the Houston company may have overcharged the government by as much as $61 million to truck in fuel from Kuwait.

The U.S. Army Corps of Engineers has overseen a contract with Halliburton's KBR subsidiary to perform more than $2 billion worth of work in Iraq's oil sector. As part of that contract, which was let without seeking bids from competitors, KBR has been delivering…
