Dec. 31--A different federal agency will take over responsibilities for transporting fuel into Iraq, and it intends to put that work, now being done by Halliburton, out for competitive bids.
The changes come after a preliminary Pentagon assessment that the Houston company may have overcharged the government by as much as $61 million to truck in fuel from Kuwait.
