It is natural enough that Arabs should be defensive about, and even angry at, criticism directed at them from outsiders. But the reflexive rejection of criticism can short-circuit the kind of self-examination that produces real change and improvement. One of the helpful features of a new Arab Human Development Report is that _ like its 2002 predecessor _ it was written for Arabs by Arabs. The 2003 report is specific and knowledgeable about its findings and recommendations, and it ought to be widely read and discussed by those in its target audience.
