Jul. 1--NEW BRUNSWICK, N.J. -- The Puerto Rican Action Board said yesterday it would close three preschool sites serving 225 New Brunswick children because it has not received enough funding from the state.

"This is a day I hoped would never come," said board Executive Director Guillermo Beytagh-Maldonado, who accused the Department of Education of "incompetence" and "hypocrisy" for refusing to fund nearly $384,000 of the board's $2.7 million preschool budget.

But the department said the board, which runs nearly 30 different social programs, is asking for money to pay executives who supervise programs unrelated to preschool.…
