RALEIGH, N.C. _ Disaster relief efforts will gain steam today in much of eastern North Carolina, but annoyed officials in several inland counties walloped by Hurricane Isabel complain they haven't gotten the same attention as the Outer Banks.

The Federal Emergency Management Agency will open two help centers today, as response teams arrive in each of the state's 26 counties declared a federal disaster last week. Along with 14 liaisons dispatched to the counties hit the hardest, the emergency workers will survey the damage and speed federal aid.

Statewide, the recovery advanced, several counties reported. Of the 691,000 homes and businesses that lost power last week, Gov. Mike Easley said all but 81,000 remained without electricity. Most should regain lights this week. And fewer than 200 people were staying in shelters statewide Monday,…
