Jun. 29--DURHAM, N.C. -- By a 5-0 vote, Durham commissioners approved a 2.7-cent countywide property tax increase Monday night to finance a $591 million budget that will add spending for schools and give county workers a sizable raise.
The tax increase was smaller than the 3-cent increase the board had informally agreed to earlier this month, because of a newly revised estimate that cut the amount the county will have to spend on Medicaid.
Mike Ruffin, the county manager, surprised commissioners with the news of the decrease, saying the new estimate had only come to light within the past few days. The board seemed taken aback by the change, and one member suggested increasing funding for a nonprofit…
