Apr. 30--Governor McGreevey unveiled his battle plan for property tax reform Thursday, calling for higher income taxes on the wealthy, more stringent control of government spending, and a special convention to amend the state constitution.

Presented to a rare joint session of the Legislature, McGreevey's proposal would boost property tax rebates for most of the state's residents by raising income taxes for the sliver of the populace earning $500,000 or more a year. As such, it would turn the politically perilous income tax to the governor's advantage as he nears the final 18 months of his first term.
