First Federal Savings & Loan Association of America on Nov. 1 will be one of the last financial institutions in Hawaii to impose a charge on customers for using competitors' automatic teller machines, according to executive vice president Rodney Shinkawa.

Territorial Savings & Loan Association and Liberty Bank this month started charging customers for using so-called "foreign" ATMs.

Still, for the time being at least, no financial institution here is charging for the use of its own ATMs.
