Charlotte and Atlanta have it. Buffalo doesn't.

That's according to the Nov. 4 issue of Fortune magazine, which ranked the "pro-business attitude" of 50 metropolitan areas.

Charlotte finished in first place and Atlanta was second.

Buffalo, on the other hand, ranked 48th. Only San Francisco and Hartford did worse.

John Huey, senior editor of Fortune, said the ratings were based on a nationwide survey of more than 600 corporate executives, including 14 from Western New York.

Each respondent was asked to grade the community on several factors, including political climate, tax structure and aggressiveness …
