Mexico downgrades ties to Cuba
Cuba's ambassador was told to leave, and Mexico will recall its own ambassador from the communist island. The actions did not cut off diplomatic relations, but reduced the relationship to the level of charges d'affaires. The Fox administration is upset with unauthorized activities by visiting Cuban Communist Party members. Mexico is the only Latin American country that never broke ties with Cuba.
