Louis Steponaitis, 55, of Torrington. Connecticut, is a retired teacher who has for many years bought, renovated and rented buildings to run-down areas of nearby Waterbury.

In December 1998, burglars broke into a house Steponaitis was refurbishing and stole about $1,000 worth of ceramic tile. So Steponaitis decided to spend a few nights in the building armed with a shotgun--in case the culprit(s) returned.

On December 16, a homeless. 40-year-old Waterbury man, Clarence Wiggins. kicked open the front door of the dwelling. pushed aside a plasterboard barricade, and entered. The noise awoke Steponaitis. who was sleeping upstairs. Steponaitis later recounted that when he confronted the intruder, Wiggins lunged at him with something in one hand. Steponaitis fired a single shot that struck Wiggins in an arm, then went to a convenience store and called police (there was no working telephone in the unoccupied house at the time).
