ITEM: The Philadelphia Inquirer for February 1 reported that President Bush had met with GOP strategists, promising "fiscal restraint" and seeking "support for his election-year agenda." Said the President: "At home, we've got to make sure that the economy keeps growing. One clear signal we need to send to the American people and the markets is: 'We're going to be wise when it comes to the expenditure of the people's money.'"

BETWEEN THE LINES." This can't even pass the straight-face test. After all, it was just a year ago that Mr. Bush predicted there would be a budget deficit of $307.4 billion for fiscal 2004. A deficit of that size would now be considered relatively good news. Amazingly, the estimated budget deficit for fiscal 2004 is now higher by more than $200 billion.
