With indoor and outdoor pools, several water slides, inner-tube slides, water-play structures and sprayparks at their disposal, residents of Broomfield, Colo., should have been satisfied with the city's leisure pool offerings. But business was still flagging.

The reason for the decline?

More and more cities around Broomfield had begun theming their leisure pools, creating aquatic fantasy lands that, in many cases, resembled waterparks, albeit on a much smaller scale.

The impact on Broomfield's pools was significant--and worrisome.
