The Bush administration dramatically underestimated the true costs of adding prescription drug benefits to Medicare when it was twisting congressional arms last November to win support for the program. The administration's estimated price tag of $400 billion in new spending over the next 10 years was already an enormous budget-buster stirring rebellion among conservative GOP congressmen. The House passed it by a mere five votes. President Bush knew that it wouldn't have passed if the program's true cost had been revealed. Now the administration admits the price tag will be much higher: it has revised the figures by more than 30 percent from the original $400 billion to an astonishing $534 billion!
