"On December 22, 2003, time leftist president of Brazil, Mr. Lula da Silva, signed into law the Disarmament Statute--a law that makes acquisition and possession of firearms in Brazil extremely difficult, almost impossible," reports the Associacao Nacional dos Proprietarios e Comerciantes de Armas (the National Association of Gun Owners and Dealers, or ANPCA). "It also establishes a national plebiscite scheduled for October 2005 when the Brazilian people will decide whether civilian possession of firearms should be completely forbidden in our country."
