Planners warp time for Bechtel

SAN FRANCISCO - It's all over but the building for Bechtel Investments Realty Inc., whose 300 Howard St. high-rise proposal won approval last week by the San Francisco Planning Commission.

But the building may take a while.

In a year in which the spectres of five previously approved but unbuilt buildings prompted calls for new rules, giving rise to a proposal to revoke the permits of high-rises that aren't under way within the city's 18-month limit, the commission nonetheless approved a building that probably will take 32 months to get started.
