Iran's mullahs ease election ban

Iran's hard-line Guardian Council reinstated a third of the pro-reform candidates it had earlier barred from running. But over 2,400 are still barred, and hard-liners refused to delay next month's vote. Reformers may still boycott.

** Congressional staff members will visit Iran in Feb. to improve relations, Sen. Arlen Specter said.

Russia plans nuke exercises

It would be the largest such exercise in 20 years, meant to simulate an all-out nuclear war. Experts said President Vladimir Putin appears to be trying to shore up popularity before the upcoming election.
