"Canada is higher," says Mark Littell, owner of The Paper Warehouse, Inc., Brantford, Ontario. No, he isn't referring to the country's geographic location, but rather the major problem encountered in running a Canadian party store: prices.

Thanks to import tax, prices are higher than in the U.S.. "People have to pay more for the product and so do I," says Little. What type of figures are we talking about? "For each item bought here, tack on five to 10 percent in duties, 18 percent in exchange and a general sales tax of seven percent." So how does this cost-conscious retailer, in the midst of a slumping economy and hefty taxation, handle what seems to be inescapable problem? By moving his four-year-old operation to a larger space.
