Banishment is back for Indians

American Indian tribes, struggling against gangs and drugs, have revived the penalty of banishment. Bad Indians may be ordered off the reservation and stripped of tribal membership, thereby losing their share of the tribe's casino profits.

** Chicago led the nation in homicides in '03, even though its 599 murders were the fewest since 1967. New York, with three times the population, ended the year with 596 murders.
