When you belong to a parent company with a guaranteed income of 2.7bn [pounds sterling] of public money, who is willing to give you 4m [pounds sterling] of it for your programming, you can be forgiven for being slightly out of touch with the rest of your industry.
The existence of pirate radio is not evidence of unmet demand. If there really was significant demand for what pirate stations do, legitimate radio would do it. Pirate radio doesn't enhance audience choice. By blocking other stations, it restricts choice.
