Vowing to mend a health care system that permits insurers to cancer coverage or triple rates for sick patients, leaves millions of Californians uninsured and consumers an increasingly share of everyone's disposable income, California Insurance Commissioner John Garamendi outlined a comprehensive agenda to address the growing crisis in health insurance.

"Today, California citizens and their families are all one illness or one lost job away from being able to attain health insurance again." said Garamendi.

Garamendi called for tough new laws to protect people who work for small employers or are covered by small health plans. He will support legislation …
