I feel slightly guilty mentioning that, earlier this year, Connecticut Magazine's annual survey of towns with populations under five thousand rated Norfolk, a Berkshires village in northern Litchfield County, the most livable in the state. This is an accolade that would, of course, delight any chamber of commerce, except that Norfolk happens not to have one--a function of a lack of commerce rather than a lack of civic spirit, which Norfolk possesses in abundance.
